Arctic air has settled back into central Pennsylvania to start the month of February. Clouds from earlier in the morning have quickly exited to the east, leaving plenty of sunshine behind for the afternoon.  But with cold, breezy, northwesterly winds, expect to see plenty of puffy cumulus clouds throughout the day.  The sunshine will do little to warm us, however.  Temperatures have remained steady in the middle to upper 20s all morning, but are only expected to reach the upper 20s to near 30 degrees.  Winds will remain out of the northwest at 10 to 25 miles per hour, gusting to as high as 35 miles per hour at times.  These strong winds will produce wind chill values in the teens!  Be sure to bundle up this afternoon and dress for the wind chills!
