Babysitter charged with Endangering Welfare of Children

Pennsylvania State Police charge a Lancaster County man with Endangering Welfare of Children. The charge stems from an incident on February 9, 2013, when a 3 year old child was found  by a passerby wandering outside without adult supervision  along the 2100 block of Lincoln Highway East in Paradise Township.

Investigators say 23-year-old Diamond Garris was supposed to be babysitting the child and another one year old.  Police also found a small amount of marijuana on Garris. The mother of the two children was asleep when the 3-year-old walked out of the house. She does not face any charges.

You can find 5 year-old kids wandering around downtown without adults. Where's the concern there?
