States Marshal Martin J. Pane announced today that the U.S. Marshals Service (USMS) arrested 34-year old Carl Manners in New York City, New York.
On February 16, 2013, the York City Police Department responded to the 100 block of North Penn Street on the report of a shooting. Initial investigation determined that an adult male was shot several times while he and his 4-year old son were sitting in a parked vehicle. The victim survived the shooting.
On March 4, an arrest warrant was issued by Magisterial District Judge Keith Albright in York, charging Carl Manners with:
- One (1) count of Attempted Criminal Homicide
- One (1) count of Recklessly Endangering Another Person
- One (1) count of Aggravated Assault
At the request of the York City Police Department, the U.S. Marshals Service Fugitive Task Force in the Middle District of Pennsylvania (M/PA) began investigating the whereabouts of Manners.
It was determined Manners was being sought by authorities in New York on a state parole warrant. This warrant was issued on March 14, 2011. It was based upon Manners’ conviction in New York on drug-related charges.
U.S. Marshals developed information indicating Manners had fled to the New York City area. U.S. Marshals sent an investigative lead to the USMS New York / New Jersey Regional Fugitive Task Force (NY/NJ RFTF) in New York City.
Early this morning, members of the USMS NY/NJ RFTF located and arrested Manners in the 1800 block of Valentine Ave in Bronx, New York. The fugitive was taken into custody without incident.
Manners was turned over to the New York City Police Department for processing. He will await a court hearing concerning his extradition to York County, Pennsylvania.
United States Marshal Martin J. Pane stated, “Our top priority is to arrest violent offenders, especially those who use guns against our citizens. This arrest takes an attempted murder suspect off the street. It is my sincere hope that this will bring the two victims some measure of justice.”
U.S. Marshals were assisted by personnel from the York City Police Department, a participating agency in the USMS M/PA Fugitive Task Force. Additional assistance was also provided by the New York City Police Department.
