A Duncannon man is in custody after police caught him with two improvised explosive devices in Watts Township yesterday. Leroy Kleck, 40, charged with Weapons of Mass Destruction and Prohibited Offensive Weapons. Police say the devices had the potential to cause fragmentation upon detonation.

The devices were taken into custody by the Pa State Police Hazardous Device and Explosives Section for examination.  When police searched Keck’s home, they seized several items from the residence including one additional improvised device that had not yet been modified to cause harm.

Keck is currently in Perry County Prison awaiting arraignment. Troop H Public Information Officer Rob Hicks says the investigation is continuing, but at this point it does not appear Keck intended to use the devices in any sort of attack.  It appears his primary motivation was to sell the devices to make money.
