
The Department of Environmental Protection has fined Advanced Disposal Solutions, formerly known as Veolia Environmental Services, $108,686 for Solid Waste Management Act violations at the company’s landfill in Mount Joy Township, Lancaster County.
On Nov. 1, 2012, Veolia placed leachate tanks and a leachate handling system into service at the landfill without properly installing, certifying and testing the system according to regulations.
The company’s actions resulted in a 2,500-gallon release of untreated leachate, some of which entered an unnamed tributary to Little Chiques Creek. The discharge was not discovered until the landfill employees arrived the next morning.
A second release was discovered the morning of Nov. 23, 2012, when a cracked weld in a newly plumbed high-density plastic pipe resulted in the discharge of 4,600 gallons of leachate to the ground surface.
In both instances, Veolia failed to provide proper oversight while testing and placing the leachate management system into service.
