U.S. Marshals capture and arrest two fugitive Megan’s Law violators with ties to Harrisburg.  46 year old Donald Buie, whose last known address was in the 1500 block of Walnut street in Harrisburg, was arrested without incident on Thursday, April 11 in Moultrie, Georgia. He is being held pending an extradition hearing.  In June of 2006, Buie was convicted of Indecent Assault in Dauphin and required to register as a sex offender.  In August, 2011, Buie failed to update his address as required by Megan’s Law.

The second offender, 45 year old Michael Franklin, who was formerly registered as homeless in Harrisburg, surrendered to a city detective on Thursday. In March of 2002, Franklin was convicted of a 3rd degree sex offense in Frederick County, Maryland.  Last month, he failed to update his sex offender registration information as required by law.

Ten other convicted sex offenders, with last known home addresses in Harrisburg remain under investigation for violations of Megan’s Law. More arrests are expected in the coming weeks.
