A familiar face coming back to work for the city of Harrisburg. Robert Philbin was named interim Chief Operating Officer and Business Administrator for the city. He was the Mayor’s spokesperson for most of 2012. Philbin is taking a leave of absence from his position at Capital Area Transit to serve as the city’s COO.
