Pa. man who tortured dog can still own animals, judge rules

A man who tortured a dog will still be allowed to own animals, a Pennsylvania judge said Thursday.

Russell Seese, 27, of Greentown, received a brief prison sentence and was fined last year after he admitted to police that he used duct tape to bind his Labrador-pit bull mix pup’s front and back legs, as well as her muzzle, before placing her in a dirty chicken coop with no food or water, the Pocono Record reported.

The dog suffered traumatic injuries, and court papers said Seese “intended to destroy the dog with a firearm,” the paper reported.

The Pike County District Attorney’s office pressed county Judge Joseph Kameen to prohibit Seese from owning any animal and getting a job involving animals for two years. But Seese’s attorney, Wielaw Niemoczynski, said the animal ban was extreme because his client didn’t have a history of abusing animals.

Kameen on Thursday declined to add the animal ban to his decision to fine Seese $1,000, effectively allowing Seese to obtain another animal.

A phone call placed by to Niemoczynski’s office late Thursday was not immediately returned.

The dog has since been moved to an animal rescue facility near Pittsburgh, where she’s gained weight, worked with a behaviorist and is being readied for adoption.

The dog Lexi has now been renamed Jaynah and has been recovering at Divine Destiny Rescue Inc.

More proof that PA's animal abuse laws are a joke. I would like to see Seese, his lawyer & that idiot judge bound with duck tape & caged.

I love that they released his name. I hope somebody duct tapes him like he did that poor dog and ends him with a bullet to the head like he planned on doing to that poor creature. If I was rich I'd offer money to whoever brought me Mr.Seese's head in a box.

Seese also should also have his rights to own firearms revoked and they should interview his children for abuse. People who abuse animals are inclined to be abusers in other ways as well. If he did not want the dog, shelters would take it.
This is an excellent case where an eye for an eye would be just. Duct tape his mouth, arms and legs and put him in a dirty chicken coup with no food or water for 24 hours. Think about it for awhile, Seese.

How Effed up… PA honors an officer dog that was stabbed to death by lowering flags and having funeral like services..(which is awesome) but then turns around and does this crap? What makes one animal more human than another?

This judge needs his head examined and the man who tortured the dog needs jail time. Both of them are compassionless.

This is just unbelievable! That Judge needs his head examined. Why would you allow this man the opportunity to do this to another poor defenseless animal.

Things like this happen consantly because court is dumb enough to let it slide when it shouldn’t be allowed period. What makes anyone think that the dumbass isn’t gonna go ahead & do it again. Seriously these people are stupid. They worry more about things that aren’t as serious verses things that really are. This is animal abuse how is this any different from child abuse? Get your sense of thoughts right or go back to school & learn more about what’s right & what’s not. This irriates the hell out of me like seriously are they that stupid? Go ahead & switch places with the dog & see how you like it then come back & decide on rather or not you made the right decision. This makes me so mad i should smack you.

maybe the judge is on cocaine or heroin like some of them are. No judge in his right mind would allow this.

Doesn’t the fact that he did this now mean that he HAS a history of animal abuse? How many times does it take?
    Stupid decision, stupid judge!

When will the people that do these horrible things be treated like the criminals they are? How many more animals have to endure such abuse because monsters like this guy get a slap on the wrist? Bullshit.

ACTION NEEDS TO BE TAKEN BY LOCALS! A group of people need to get together and post animal abuser flyers all over their neighborhoods with their photos.
    1. Russell Seese, 27, of Greentown
    2. Judge Joseph Kameen

The guilty criminal, Russell Seese,WILL abuse another animal and not get caught next time. Bad judgment call Judge Kameen. A few days in jail and he will be looking for another dog to torture.

I am absolutely DISGUSTED by this judge’s ruling!!!!! If this were a case of a child versus a dog I guarantee this wouldn’t be the case! If you have a law in place you should NOT be allowed to serve a small sentence and then go right back to doing what you want! That would be like sending a pedophile to jail for a year and then letting him work beside children every day after his sentence was over! Absolutely disgusting to see that his sentence was so short and that he is still allowed to own a dog after he gets out.

"Doesn't have a history" probably just means he hasn't been caught before. Bad judgment call here Judge Kameen. Isn't the nature of the crime enough to suggest that having another animal is a bad idea??? Does there have to be a history? Not being allowed to own an animal or work with any for a while is NOT cruel and unusual punishment! As for the POS that didn't properly care for the dog even BEFORE he duct taped it with intention to kill, he is a danger to society IMO.

The only good thing is that they published his name. I'm sure the animal advocates in PA will be watching him like a hawk. So now if (and he will) he tries this again, you have your pattern and the pressure should be on. Judge Kameen, you are an elected official. You have pissed off the animal advocates of your county. That's a lot of votes.

There was one more good thing came out of this, That is the animal is now in a safe place and recovering so she can be adopted by a loving person or family. If that dog would of died, what would the judge of done then? The judge needs to rethink his ruling about that monster having or being in any contact with animals.

I pray this man does not or will never have children. Experts say that abuse begins with animals. Judge Kameen needs to pull his judicial head out of his a**. Anyone who would do this to an animal is capable of doing any other kind of abuse. I am so glad that the abusers name and the name of the Judge was made public. They both need to be held accountable for their actions. You wonder who is worse, the actual abuser or the person who gave them a slight slap on the wrist and allows them to abuse again. Shame of both.

If that judge truly believes his opinion, he must be a closet abuser himself. The perp has never been caught before. Pa is renown for puppy mills and animal abuse. What else can we expect.

Both the Seeser and the judge should be hog tie like the dog was and thrown in chicken coop for 24 hours. Wonder if they are related. I can't blame the lawyer too much, because he paid to do the job. The article didn't see if his defence lawyer was apointed by the court or Seeser hired him. If Seeser hired him, the lawyer should pick better clients. Fourtnately and unfortnately, the crimals need to be reperesent.
It doesn't make sense that Seeser intend to kill the dog in morning, why didn't he do before he put the poor dog through torture?
If it was up to me, both Seeser won't be able to own a pet rock. The Judge would be removal from the bench.
I think we should flooed the court house with letters.

Um Hello!!! He did it once so now he has a history! If I robbed a bank it would be on my record as a history so WHY would a judge let this crazy maniac dog abuser with intent to kill, still get to own animals in the future? I think that judge is dead wrong. I wonder what all this guy has done in the past that he just didn't get caught doing? He is a sick SOB and shouldn't get to own animals!
