Police say there will be no criminal charges brought forth following an investigation into a crash that claimed the life of a pregnant woman and her baby last December. Angelina Noggle was killed after her vehicle was struck at the intersection of Steckbeck Street and Jonestown Road (Sandhill Road) in the City of Lebanon on December 15th, 2013. Her baby was delivered by C-section but died several days later.
Police say Noggle failed to stop her Dodge Stratus at the stop sign on Steckbeck Street and was hit by a Nissan titan, driven by Robert Dupler, of Grantville, traveling north on Jonestown Road.
The Event Data Recorder (EDR) in the Nissan Titan indicated that within three seconds of impact he was operating at speeds up to 40 mph. The EDR also indicated that he braked prior to impact. The accident reconstruction determined that the Nissan was traveling at speeds consistent with those from the EDR.
There was no data available from an EDR in the Dodge Stratus operated by Noggle. The accident reconstruction determined that the Dodge Stratus was operating between 30 – 32 mph at the point of impact.
The roadway conditions for Jonestown Road that day were clear and wet. The roadway conditions for Steckbeck Street ranged from wet to slush and snow. There was a single lane of travel in the middle of Steckbeck Street that was wet with some slush.
Witnesses said the Dodge entered the intersection and it did not appear that the vehicle was attempting to turn, stating that if the accident did not occur, the Dodge would have traveled across Jonestown Road and off the roadway.
Police believe the most significant contributing factors in the accident were the failure of the Dodge Stratus operated by Noggle to stop at the stop sign and the speed of her vehicle as it approached and entered the intersection.
The Lebanon City Police Department was assisted in the investigation by the Lebanon County Coroner and the Lebanon County District Attorney’s Office Accident Reconstruction Team.
No criminal charges are to be filed as a result of the investigation.
