An Adams County man is charged with Homicide by Vehicle in the death of a pedestrian last year. District Attorney Shawn Wagner says Jeffrey Moser, 50, was drunk when he struck and killed Melissa Ann Huff on November 2, 2013 in Carroll Valley.

According to the charging documents, Moser was driving a box truck while intoxicated by alcohol and controlled substances. After hitting Huff, he fled the scene and was found later hiding in the bushes near his home in Fairfield.  It was determined that Moser had a blood alcohol content of .194% and the presence of controlled substances.

Wagner stated “the Commonwealth alleges a killing with malice, supporting the third degree murder charge, because, among other factors, that morning the defendant finished a 90 day court ordered stint on a device precluding him from using alcohol, and then willfully consumed large quantities of alcohol before he drove.”

Charges against Moser include, Third Degree Murder, Homicide by Vehicle while DUI, Accidents Involving Death or Personal Injury, Accidents Involving Death or Personal Injury While Not Property Licensed, three counts of Driving Under the Influence, Driving While Operating Privilege is Suspended or Revoked, and Recklessly Endangering Another Person. If convicted he faces up to 75 years in prison.

Moser was arraigned today and sent to Adams County Prison in lieu of $100,000 bail.s
