A Manheim Borough man is charged with stalking young children at various locations in Lancaster County. The investigation into the case began on March 25, borough police responded to a call at the East Fairview Church of the Brethren about a suspicious car parked in the church parking lot. Witnesses stated that an older white man in a beat up maroon sedan appeared to be watching children at play. The church staff reported that the man had gotten out of his car and began walking around the church.
About a week later on April 2, the suspect returned to the church parking lot and appeared to be watching children, only this time, he did not get out of his car. He left before church staff could approach him. The suspect was seen again yesterday, April 14, in the church parking lot. This time however, witnesses got his car registration tag, which enabled police to identify 60 year old Jay R. Hilsher.
This morning during an interview Hilsher admitted to watching children play and masturbating in his vehicle during the past year at Manheim Central Middle School and other locations around Rapho Township, Manheim Borough and Penn Township.
Hilsher is charged with one count of Stalking. Manheim Borough Police say their investigation continues. Anyone who may witnessed similar incidents are asked to contact Detective Jeffrey Kiesel at (717) 665-2481.
