Carlisle Mayor Tim Scott cast a tie-breaking vote Wednesday night, approving a zoning ordinance amendment sought by developers of a controversial warehouse facility in Cumberland County.

Dickinson Township supervisors previously approved necessary zoning changes to allow the project to move forward. Dozens of neighbors have filed an appeal of that decision in common pleas court, citing health and traffic concerns as well as what they see as too much vacant warehouse space already existing in the area.

“We get to make conditions on the use on our land. That’s how we control how this is done,” said Mayor Scott after the vote.

Though the vast majority of the land California-based company Goodman Birtcher is seeking to develop is in Dickinson Township, a portion is also in Carlisle and South Middleton Township.

The ordinance amendment approved Wednesday would allow warehousing, storage and distribution in the borough’s I-C Industrial Commercial District.

The proposed facility would be built on area of land near Exit 44 on Interstate 81.

“There will be a warehouse project here. The project’s going to happen. We are, frankly, excited about that,” said Charles Courtney, an attorney representing Goodman Birtcher. Courtney said the project will generate about 900 jobs and about $1 million in real estate tax revenue.

Some neighbors have posted signs in their yards protesting the “Monster Warehouse.”

“Don’t need any more traffic. We have enough traffic here on Route 11. Trucks do come up and down, quite a few,” said Marshall Kessler.

Managers of Goodman Birtcher said they hope to begin construction early next year. The company still has to submit plans to South Middleton and Dickinson townships to gain additional approval to move forward.
