Auditor General concerned about EBT/ACCESS card program

The State’s Auditor General is calling attention to serious concerns about the administration of the EBT/ACCESS cards in Pennsylvania. Eugene DePasquale conducted an audit on the Department of Public Welfare program and says he found red flags that must be addressed immediately to prevent fraud and protect resources to help people in need in Pennsylvania.

The Electronic Balance Transfer (EBT/ACCESS) card program is an electronic system that allows The Department of Public Welfare to issue benefits through a card. EBT/ACCESS cards are typically two different categories: food and cash benefits.
