YORK, PA (WPMT) The York City School District has officially entered into Receivership.  York County Court President Judge Stephen Linebaugh named David G. Meckley, as Receiver for the District in his much anticipated  ruling handed down this morning.  The Receivership appointment is for three years. Meckley was also directed to implement the Financial Recovery Plan approved by the York City School Board on May 10, 2013 and amended July 17, 2013.

Meckley was granted full power to act without the school board's consent with a controversial plan to convert all York City schools into charters run by the for profit Florida based Charter Schools USA.

In December 2012, then State Education Secretary Ronald Tomalis declared the York School District as financially stressed and appointed Meckley to serve as the district's Chief Recovery Officer.

Opponents of the Receivership had sought to delay Judge Linebaugh's ruling until after the Governor-Elect Tom Wolf assumed office in January.  A court appeal by opposing groups and individuals was denied last week.

An attorney for the York School Board says an appeal of Judge Linebaugh's ruling will filed.  The appeal will trigger an automatic stay of the Judge's ruling.
