LANCASTER, PA (WPMT)  A incident on a Lancaster City street began this morning as an armed assaul ends with the arrest of a city man on multiple charges.  At about 9:40 am two city police officers were clearing an accident investigation on the first block of South Prince Street when they saw a Constable waving to them at the intersection of South Prince and West Mifflin streets.

Two constables who had been passing by the first block of W. Mifflin noticed two men struggling. It turned out that the struggle was a robbery in progress.  After stopping one of the constables signaled to the police officers who were about a block away.  When the officers arrived on the scene they saw one of the Constables guarding a revolver on the pavement.

The robbery suspect they were told, had fled to an area behind buildings on the north side of the street.  The suspect, as officers approached, became combative and threw trash cans toward them.  He continued to struggle after an Electronic Control Device, (tazer) was deployed.  Police believe the suspect was under the influence of some type of substance.  The suspect, later identified as Robert Charles Lowden, 22, was transported to a local hospital for observation.

According to the victim, he and Lowden had been walking on N. Prince St. and then onto S. Prince St. to the area of the first block of W. Mifflin St. The victim did not know Lowden and were not walking together, just in the same vicinity and direction. The Lowden then stopped and grabbed the victim and at some point in the confrontation, Lowden pulled out a handgun.

Lowden then allegedly pushed the gun against the victim’s neck and face. During the struggle, the victim managed to knock the gun from Lowden’s hand. The victim was not seriously injured as a result of the assault.

The handgun, a .22 caliber revolver had been reported stolen to Pennsylvania State Police, Lancaster in August 2015.

Charges against Lowden include Simple Assault, Aggravated Assault, Recklessly Endangering Another Person, Carrying a Firearm Without a License, Persons Not to Possess Firearms, Receving Stolen Property, Possession of a Controlled Substance and Possession of Drug Paraphernalia.
