SILVER SPRING TOWNSHIP, Pa.–The driver involved in  hit-and-run crash that led to the death of a 21-year-old Mechanicsburg man has been charged with DUI, according to police reports.

Investigators said Steven Rich, of New Bloomfield, was intoxicated behind the wheel when he struck a vehicle along Route 114 and Shadow Oak Drive in Silver Spring Township around 11:56 p.m. Saturday.

A man, later identified as 21-year-old Adam Webb, of Mechanicsburg, witnessed the accident and went to provide aid to the victim. While he was helping, a passing tractor-trailer struck and killed Webb, police said.

Rich was later arrested and taken to Cumberland County Central Booking.
