EAST LAMPETER TOWNSHIP, Pa. — A Philadelphia man was arrested Wednesday after he was caught with $10,000 worth of heroin in Lancaster County on Wednesday, according to police reports.

Louis A. Rodriguez, 24, is charged with possession with intent to deliver heroin. He was arraigned and taken to Lancaster County Prison in lieu of $10,000 bail.

Officers with the Lancaster County Drug Task Force were tipped off that Rodriguez was going to deliver 30 grams of heroin to a person in the parking lot of the Tanger Outlets in East Lampeter Township on June 3.

Investigators set up surveillance of the parking lot and moved in when Rodriguez showed up.

Rodriguez was stopped  in the parking lot and detained along with two women. Rodriguez agreed to turn over the heroin which could have been packaged into approximately 1,000 individual dosage packets and worth a street value of up to $10,000, police said.

The two women in the vehicle were released.

Rodriguez has additional outstanding warrants in Philadelphia, each for felony dangerous drug offenses, police said.

LCDTF detectives are working to have Rodriguez detained by the Philadelphia Probation and Parole Department so that he doesn’t post bail and flee the area. According to online court records, Rodriguez has not been able to post bail.

A preliminary hearing is scheduled for June 16 at 1:30 p.m.
