LANCASTER, Pa. – A Lancaster City man faces multiple charges after police say he groped and attempted to solicit sex from a seven year old girl.  It happened at about 3 o’clock Thursday afternoon in the area of the 200 block of Conestoga Street near Conlin Field.  The victim’s mother told officers who responded to the scene that her 7-year-old daughter had just been sexually assaulted by a man they did not know.

The suspect, later identified as 65 year old Stephen Riehl Lapp, of 320 South Queen Street was located and detained in the area of Conestoga and Prince Streets.  Lapp was positively identified by the young girl as the man who assaulted her.

During an interview at the police station the victim told investigators that she was in the area of Conlin Field when Lapp grabbed her so she could not run or move and kissed her face. She stated he then touched her vagina and buttock area. She said that Lapp told her that he loved her and asked her to have sexual intercourse with him. She also stated that Lapp offered her $10 to go to his house and sleep with him in his bed. The victim repeatedly told the Lapp no and that she was only 7 years old. The child sustained scratches on her face as a result of the assault.

After an interview by Detective Aaron Harnish, Lapp was charged with Criminal Solicitation to commit Rape of a Child, False Imprisonment, Unlawful Conduct with Minors, Luring a Child into a Motor Vehicle or Structure, Indecent Assault, Simple Assault and Corruption of Minors.

Following arraignment Lapp was committed to Lancaster County Prison in lieu of $250,000.00
