LANCASTER, Pa.–A Lancaster man who has already been convicted of stalking a 17-year-old girl is again facing charges after he tried to contact his victim from prison for a second time this month, according to the Northern Lancaster County Regional Police Department.

Authorities charged 27-year-old Melvin E. Lapp with stalking on Wednesday. Lapp is accused of writing a second letter from prison to his victim on the same day he was arraigned on previous stalking charges that were filed on Sept. 9.

In the Sept. 9 incident, Lapp wrote a letter to the victim while he was incarcerated at Lancaster County Prison, according to the affidavit. The victim notified police after receiving the correspondence. Lapp wrote of his “jealous love” towards the girl and that he would finally be able to see her in the courtroom, court documents state.

Lapp plead guilty in court on June 4 for stalking the same girl, police said. As a condition of his sentence, Lapp was ordered not to have any contact with the girl, according to police reports.  Several days after being convicted–Lapp showed up at the victim’s church and caused a disturbance, court document state.  Pennsylvania State Police charged him with defiant trespass.

In February–the girl was granted a protection from abuse (PFA) order against Lapp.

Lapp remains in Lancaster County Prison on $500,000 bail.

He is due in court on Oct. 14 for a preliminary hearing.
