YORK, Pa. -- The budget stalemate is forcing a York County human services organization to close its doors, in order to remain open.

The Community Progress Council announced scheduled closures over the next two months. "I can't even begin to say how big this is," said Robin Rohrbaugh, President of the Community Progress Council. She said it's a devastating decision, but one that had to be made.

For three weeks, the organization will shut down all operations. Those weeks are November 23, 2015, through November 30, 2015, and December 21, 2015 through January  1, 2016.

"What we are anticipating is this buys us into January. If we close those three weeks we will have some cash flow, some available credit, and we will be able to function into January," said Rohrbaugh.

The mission of the organization is to help people achieve self-sufficiency, but the closures could put a strain on families already struggling to get on their feet. Many rely on the agency for early education and child care.

"You have to be at work. I lost a job like that before because of something just like this," said Jessica Proctor, of York.

"Employment in some of these folks lives, is very fragile. Losing one day could mean they lose their position. Losing one day's pay will make a substantial difference in them being able to pay their bills," said Rohrbaugh.

Staff will not be paid during the closures. "One woman said, 'how am I going to pay my January rent?' Another woman talked about being a single parent, and it being the holiday, and wanting to get presents for her son," said Rohrbaugh. "This is very serious."
