HARRISBURG, Pa.– A Harrisburg Police officer used a bystander’s belt to stop the bleeding of a gunshot victim early Saturday morning. That victim, a man in his 30’s, was suffering from a wound to the left thigh near his femoral artery. Officer Diaz used the belt as a tourniquet and applied pressure until emergency crews arrived and applied an actual tourniquet on the victim.

The man was shot during a fight with another man in the parking lot of Mercado’s Pizza.

The altercation broke out just after midnight. At that time, Harrisburg Police Cpl. McGarrity was stopped at the intersection of South 17th and Derry Streets, waiting for the light to change. While waiting, he heard two gunshots fired near his location. He quickly moved to cover, assessed the scene and saw the two men fighting in the lot.

Cpl. McGarrity approached them, and at gun point, ordered them to stop fighting and lay on the ground. After several verbal commands, officers say one of the men, 25-year old Josue Solari stopped fighting and stood up. Police say Solari had a handgun in his right hand. Cpl. McGarrity ordered him to drop the weapon, and that’s when Solari began to run across South 17th Street. Cpl. McGarrity chased Solari onto Swatara Street and was he apprehended in the 1600-block of Derry Street.

Once Solari was handcuffed, officers walked back through the area that Solari ran through. A loaded .357 Caliber revolver and cell phone were recovered in his flight path.

Josue Solari is now facing the following charges: Aggravated Assault, Person Not to Possess a Firearm, Carry Firearm Without a License, Flight to Avoid Apprehension, Tampering with Evidence and Recklessly Endangering.
