CHAMBERSBURG, Pa. -On June 23 while on routine patrol, a Chambersburg Police officer encountered Douglass Darnell Kilpatrick Jr. who was driving a white Dodge sedan. The vehicle was stopped directly behind the officer’s patrol car at the intersection of W. South and S. Main Street in Chambersburg.
The vehicle was drawn to the officer’s attention due to the vehicle stereo being extremely loud and unreasonable volume that could be heard at a distance greater than 100 feet in violation of a Chambersburg Borough Ordinance. The officer got out of his patrol car and directed Kilpatrick Jr. to turn the volume down on the vehicle stereo and Kilpatrick Jr. then began to yell and curse at the officer several times.
The officer continued to approach Kilpatrick Jr.’s vehicle who than began to pull away. The officer held up his hand in a motion to stop Kilpatrick Jr. while also yelling for him to stop from leaving the scene of what became an official and lawful detention. Kilpatrick Jr. pulled the vehicle away in direct disobedience of the officer’s directions and while doing so Kilpatrick Jr’s vehicle struck the officer’s right leg causing him to fall off balance. Kilpatrick continued past the officer and fled east on W. South Street onto S. Main Street.
The officer returned to his vehicle and Kilpatrick Jr. failed to yield to the patrol car for several blocks. The officer was able to stop Kilpatrick Jr’s vehicle as it turned onto Garfield Street from S. Main Street.
Kilpatrick Jr. was arrested at that time for striking the officer with his vehicle as well as additional charges. He was arraigned and committed to the Franklin County Jail on $100,000 bail.
