LANCASTER, Pa. — A Lancaster man will serve at least 15 years in prison after he was caught, for a second time, with a collection of child pornography.

Phillip Fisher, 57, was on probation and under Megan’s Law from the first conviction when a probation officer visited his home in January and discovered the pornography.

On a cellphone at Fisher’s apartment in the 800 block of Columbia Avenue, police found at least 1,254 images of child pornography. Police also found numerous printed images.

Fisher pleaded guilty Wednesday in Lancaster County Court to 5 felony counts in exchange for a 15-to-30-year prison sentence. Assistant District Attorney Janie Swinehart arranged the plea agreement.

Fisher also pleaded guilty to violating Megan’s Law by not registering two cellphones.

Lancaster County President Judge Dennis Reinaker accepted the plea terms and ordered sentence.

In court, Fisher said he is hoping to reform, according to Swinehart.

Lancaster County Detective Christopher Erb filed charges.

Fisher also was convicted in 2014 after police discovered child pornography while he was living in Lititz.
