YORK COUNTY, Pa-The York County DA’s Office have filed criminal charges against a Brogue man for distributing drugs in the York County area.

On September 8, 2016, the York County Drug Task Force filed criminal charges against Hugh A. Lloyd II, age 48, of 373 Muddy Creek Forks Rd., Brogue, PA.

Lloyd has been charged with manufacture, delivery, and possession of controlled substances, including marijuana and cocaine.  Lloyd is accused of selling cocaine and a large number of marijuana plants to undercover police officers at various locations within York County, including the Baublitz Airfield in Lower Chanceford Township and a commercial property, currently being converted into a used car lot, on West Broadway in York Township.

Lloyd resided in an airplane hanger at the airport which he used for his base of operations for his criminal activity.

York County Drug Task Force members and the Pennsylvania State Police have seized marijuana plants which had been planted by Lloyd in fields surrounding or close to  Lloyd’s residence at the Baublitz Airfield in Chanceford Township.

An investigation determined that Lloyd planted his marijuana seedlings at night in agricultural fields in rural, southern York County.  During surveillance activities by drug task force officers Lloyd was followed from his residence to area cornfields where he was observed planting the seedlings.

Those seedlings were recovered shortly thereafter.  Lloyd admitted to investigators that he intended to allow the plants to mature, then after harvest, to use the proceeds from the sale of the marijuana to partially fund a used car business which he intended to develop with an associate, located in the 800 block of West Broadway in York Township.  Lloyd also acknowledged to police investigators that he has been growing marijuana in southern York County for more than 20 years.

On one occasion during the investigation undercover officers purchased approximately 150 marijuana seedlings from Lloyd.  At that time Lloyd provided information and direction as to how and where the seedlings should be planted, as well as what the expected monetary yield might be after the plants were allowed to mature, dry and then sold.  Additionally, undercover officers purchased a quantity of cocaine from Lloyd in the Red Lion area.

Investigators served a search warrant at Lloyd’s residence on August 11th and seized at that time were illegally possessed prescription pills, financial records, Lloyd’s F-150 truck and implements used to plant the marijuana seedlings.

Lloyd has been charged with three counts of delivery of a controlled substance, manufacture of a controlled substance, and two counts of possession of a controlled substance.

David W. Sunday, Chief Deputy Prosecutor for the York County District Attorneys Office, who oversees the York County Drug Task Force, reminds all drug dealers that police will continue to pursue you and your illegal activities, no matter where or how you operate in York County.

As demonstrated in this investigation, Mr. Lloyd engaged in criminal activities relating to marijuana propagation and drug dealing for many years, and took significant steps to insulate himself and elude law enforcement.

In the end, information was developed by police officers which led to his arrest.

The York County Drug Task Force was assisted by the Pennsylvania State Police, Pennsylvania State Police Aviation Section, West Manchester Township Police Department, Springettsbury Township Police Department, Northern York County Regional Police Department, York Area Regional Police Department, Carroll Township Police Department and the Northeastern Regional Police Department.
