HARRISBURG, Pa. – On September 1, the Harrisburg Vice Unit conducted an undercover operation in which they were attempted to purchase a specific amount of heroin from a dealer.  Contact was made with the dealer and arrangements were made to purchase $120 worth of heroin.

Officers made the deal and arrested the dealer.  Through the investigation it was determined that this dealer was mentally deficient but aware that they were committing a crime.

Detectives continued their investigation and were able to discover that Michael Chenault, 30, of Harrisburg was using this individual as a runner.  Chenault would receive the calls and would determine the amounts to be paid.  Chenault, with the belief that the individual would not be charged, used the mentally deficient individual to actually do the sales.

Chenault was arrested and charged with Possession with Intent to Distribute Heroin and a detainer
