CUMBERLAND COUNTY, Pa. – On Sunday, September 11, at around 5:20 p.m., the West Shore Regional Police Department received a report of an assault that took place at a residence in the 500 block of Hummel Avenue, Lemoyne.  The victim reported that earlier in the day, she received numerous text messages and calls, from a male she identified as 24 year old, William Allen Simpers.  Simpers was apparently upset over something and insisted that the victim come to his house and talk.  Eventually the victim did go to his home and once there met with Simpers in a bedroom.

In the bedroom Simpers allegedly took the victim’s phone and broke it.  He then allegedly took a loaded .22 caliber rifle placed it on the bed with the barrel pointing at her.  He asked if she knew what an accidental discharge was and said that it was going to happen today.  Simpers also placed a loaded pistol on the bed with the barrel pointing at the victim.

According to police the victim asked Simpers several times if she could leave and he said no.  She was held there for around 45 minutes before finally be allowed to leave.  She then made the report to the police.

Simpers was taken into custody without incident at his residence.  He was taken to the Cumberland County Prison where he was processed and charged with Terroristic Threats, Unlawful Restraint, Simple Assault and Criminal Mischief.  Following arraignment he was committed to the Cumberland County Prison on $10,000.00 bail.

A Preliminary Hearing on the charges has been scheduled for Wednesday, September 21, at 9:00 a.m.
