HARRISBURG — Attorney General Bruce R. Beemer today announced the arrest of five individuals charged in connection with the trafficking of heroin, cocaine, marijuana and other illegal substances in Huntingdon and Mifflin counties.
Agents from the Attorney General’s Bureau of Narcotics Investigation partnered with investigators from the Pennsylvania State Police and the Huntingdon and Mifflin County Drug Task Forces on the investigation that led to the arrests. A statewide investigating grand jury recommended the criminal charges filed in connection with this case after reviewing evidence and testimony.
The evidence and testimony revealed that Rahkim “Royal” Stephenson was the individual who supplied various illegal substances, such as heroin, to lower level dealers. The grand jury heard testimony that Stephenson provided heroin to certain individuals more than 100 times over a yearlong period.
Law enforcement officials utilized confidential informants, controlled purchases, witness testimony and physical surveillance during this investigation. Evidence ultimately led to the identification of the distribution network headed by Stephenson. Other alleged dealers were identified as Todd Willoughby, Jessica Cave, Tiffany Cave and Justin Rinker.
Agents served search warrants on two locations during the investigation. Agents confiscated approximately a half pound of marijuana, a half ounce of cocaine base and three grams of heroin at a residence in the first block of Wayne Street, Newton Hamilton, Mifflin County. More than 20 bags of heroin were later confiscated from a residence in the first block of E. Vandevender Street in Mount Union, Huntingdon County.
Attorney General Beemer thanked the following agencies for their participation in the investigation: the Pennsylvania State Police Troop G, the Huntingdon County Drug Task Force, the Huntingdon County District Attorney’s Office, the Mifflin County Drug Task Force and the Mifflin County District Attorney’s Office, as well as other police departments in Huntingdon and Mifflin Counties.
The defendants will be arraigned by Huntingdon County Magisterial District Judge Richard Wilt. They will be prosecuted by Senior Deputy Attorney General Patrick Leonard of the Office of Attorney General’s Drug Strike Force Section.
The following is a list of individuals charged today, their last known addresses and the charges they face:
Rahkim Stephenson, 28, currently being held in Mifflin County Prison, is charged with six counts of possession with intent to deliver or delivery of a controlled substance, three counts of possession of a controlled substance and one count each of delivery of a controlled substance, criminal use of a communication facility, dealing in proceeds of unlawful activity and criminal conspiracy (heroin/cocaine/marijuana).
Todd Willoughby, 33, of the first block of Oak Lane, Mount Union, Mifflin County, is charged with three counts each of delivery of a controlled substance and possession of a controlled substance, as well as one count each of criminal use of a communication facility, dealing in proceeds of unlawful activity and criminal conspiracy (heroin).
Tiffany Cave, 28, currently being held in Centre County Prison, is charged with two counts each of delivery of a controlled substance, possession of a controlled substance and criminal use of a communication facility, as well as one count of criminal conspiracy (fentanyl/cocaine).
Jessica Cave, 30, of the 15000 block of Cummings Road, Mount Union, Huntingdon County, is charged with two counts each of delivery of a controlled substance, possession of a controlled substance and criminal use of a communication facility, as well as one count of criminal conspiracy (heroin).
Justin Rinker, 31, currently being held in Huntingdon County Prison, is charged with four counts each of delivery of a controlled substance and possession of a controlled substance, as well as one count each of possession with intent to deliver or delivery of a controlled substance, criminal use of a communication facility, criminal conspiracy and dealing in proceeds of unlawful activity (heroin).
