LANCASTER, Pa. - The day four parents, and even a few staff members, complained to Nina Moragne about the crime outside of the Lancaster Early Education Center was the day Moragne, the director, had enough.

She came up with a plan. She created signs warning people not to panhandle, loiter or have drugs outside of the center.

When necessary she approaches people.

"I usually get them off the block. You can't do that here. You can go to the next block. You can go to the next corner, but not this one," she said.

She checks the steps every hour. So far, her plan has worked. She is not stopping. She has ordered permanent signs and plans to continue approaching people when she has to and if need be she will get the police involved.
