Caregiver charged for having sexual relationship with mentally disabled teen

LOWER CHANCEFORD TWP, York County, Pa- A man was charged after being accused of having inappropriate sexual contact with a mentally disabled teen he was caring for, according to the criminal complaint.

Pennsylvania  State Police filed charges Monday against Albert Fraschetti, 59,  of York City,  for indecent assault on a person with a mental disability.

Charging documents state, the victim’s parents contacted state police on July 18 after they saw Fraschetti touching their 18-year-old son on surveillance footage.

Fraschetti was serving as a caregiver to the 18-year-old with Down syndrome and a mental capacity of a third grader, court records show. Fraschetti was his caregiver for two-three months, court documents state.

The parents told police they had surveillance cameras installed in the home because they had problems with caregivers in the past and wanted to monitor the victim while they were at work from their phone.

The boy’s mother checked the surveillance footage because she had an inkling that something was going on between Fraschetti and her son, court documents state. She also told police,  Fraschetti had mentioned he was a homosexual.

The video showed Fraschetti and her son kissing each other and rubbing each others bare chest and nipples, according to court documents.

The teen was interviewed by police on July 25th and described inappropriate contact that Fraschetti had with him, documents state.

When state police interviewed Fraschetti on September 8th, he stated that the 18-year-old was the aggressor and the teen wouldn’t listen when he told him to stop touching him.

Court documents allege that Fraschetti would let the young man play with his piercings. Fraschetti has his nipples, naval, and penis pierced.

According to court documents, Fraschetti said the young man would “overpower” him when he told him to stop rubbing his nipples.  Fraschetti told police that while on the couch, the young man pulled Fraschetti’s pants/shorts down. He could not remember if the young man touched his penis,  court documents state.

Fraschetti told police he only saw the teen naked on one occasions, when they were changing clothes in his bedroom. He maintained that the only time he ever rubbed the victim was when he was putting sunscreen on him.

Fraschetti has a preliminary hearing set for November 28th.
