There are a few factors in play here. First, there is a lot of money spent on research and development. As you are likely aware, the razor companies always seems to be coming up with the newest and greatest thing, including more blades and newer better lubricating strips and the like. The razor companies spend a lot of money on developing these blades, that are so small and precise. And that costs money.
It can take years to get a new blade to the market place. There is also the fact that there are very few places in the world that actually manufacture those precision blades. They are very difficult to make, and with little competition, therefore they can charge higher prices.
Finally, there is plenty of advertising for the newest and greatest razor system and blades, and that costs a lot of money, which is funneled back into the cost of producing those razors. So in a nutshell, that's why replacement razors seem to cost so much.
It's also why online competitors like harrys.com and Dollar Shave Club have emerged offering lower cost alternatives to what's available in stores.
