LEBANON, Pa. – The Lebanon County Drug Task Force and DEA- Harrisburg announced the arrest of three individuals in connection with a heroin distribution ring operating within the City of Lebanon.

Hector Pacheco-Rodriguez, 19, 309 Mifflin Street, allegedly sold a bundle of heroin (10 bags) to an undercover police officer on August 16, for $60.00 in the 1st block of South 10th Street and on October 25, sold two (2) bundles (20 bags) for $100.00 while in the 1100 block of Willow Street.

Victor Manuel Davila-Melendez, 29, 309 Mifflin Street allegedly sold eight (8) bundles (80 bags) of heroin to an undercover police officer on November 18, in the area of 3rd and Guilford Streets and on December 6, sold ten (10) bundles (100 bags) of heroin in the same location.

Samuel Roberto Melendez, 40, 309 Mifflin Street is alleged to have been present during at those deliveries on November 18th and December 6th.

As a result of this investigation search warrants were obtained for 309 Mifflin Street as well as an apartment at 10 N. 6th Street. These warrants were executed on Wednesday, December 7, with the assistance of DEA Agents as well as officers from the North Londonderry Township and Cornwall Borough Police Departments and Lebanon City Police.

During a search of the Mifflin Street residence authorities found marijuana, cocaine and an assortment of pills in an unlabeled bottle. The pills included Oxycodone –Acetaminophen, OxyContin, Oxycodone and Oxycodone Hydrochloride. Also found was an assortment of drug packaging paraphernalia including new baggies and slide seal bags, digital scales, rubber bands, drug ledgers and US Currency.

Two automobiles utilized in the heroin sales; a 2004 Infiniti and a 2003 Toyota Sequoia were also seized by police under the Controlled Substance Forfeiture Act.

Pacheco-Rodriguez, Davila-Melendez and Melendez were taken into custody and transported to the Lebanon County Central Booking Center where they were charged.

Charges against Pacheco-Rodriguez include Delivery of Heroin, Criminal Use of Communication Facility, Possession of Heroin and Possession of Drug Paraphernalia.

Davila-Melendez was charged with Delivery of Heroin, Possession of Heroin, Criminal Conspiracy to Deliver Heroin, Possession of Cocaine, Possession of Marijuana, Possession of Drug Paraphernalia, and Criminal Conspiracy to commit Possession of Cocaine, Marijuana, Drug Paraphernalia, Oxycodone –Acetaminophen, OxyContin, Oxycodone and Oxycodone Hydrochloride.

Roberto Melendez was charged with Criminal Conspiracy to Deliver Heroin.

Pacheco-Rodriguez was ordered held in the Lebanon County Correctional Facility on $75,000 bail. Davila-Melendez and Roberto Melendez were also ordered held in the Lebanon County Correctional Facility on $250,000 bail each.
