The state troopers who shot and killed 44-year-old Jeffery Lee Michael after he went on a shooting rampage in Blair County were justified in killing him, according to Blair County District Attorney Richard Consiglio.

Criminal charges will not be filed against the troopers, Consiglio said.

The victims who were killed in the rampage have been identified as Kimberly Scott, 58, of Duncansville, Kenneth Lynn 60, of Hollidaysburg, and William Rhodes Jr., 38 of Hollidaysburg.

The violent shooting spree began around 9 a.m. on Friday morning  and stretched along several miles of Juanita Valley Road in Frankstown Township.

Scott was gunned down while she and another woman were decorating the Juniata Valley Gospel Church for a children’s Christmas party. Lynn was shot to death in the driveway of his home, and Rhodes was killed when Michael rammed his vehicle and fired shots at him, according to state police reports. .

As troopers rushed to the scene, they were peppered with bullets as Michael shot at them from his northbound pickup truck. He continued to flee and then slammed head-on into a southbound state police cruiser, injuring the trooper. One of the other pursuing cruisers then rammed the back of Michael’s truck. All three troopers returned fire after Michael began shooting at them again, state police said.
Michael was struck by police gunfire and was pronounced dead at the scene.

Authorities are still looking into a motive to try and figure out what set Michael off.

All three troopers were treated at Altoona Hospital and release.
