A Waynesboro man is charged with home improvement fraud after he  took money and never completed the work he was paid to do in York County, police said.

In October of 2012 , the victim hired Ryan Lee Noll, 37, to install fencing around a swimming pool for a total of $3,814.50, police said. The victim paid Noll $1,907.25 upfront and agreed to pay the second half  when the fencing was finished. The agreement stated the work was to be completed no later than the first week of November.

Noll cashed the check on Oct. 24 and never  showed up to begin work at the victims home, police said.

After 20 messages went unreturned, the victim went to police.

Eventually the victim was able to reach Noll, in which  he promised to return the money by Dec. 16– but never did, police said.

Noll is facing numerous charges including theft by deception, receiving stolen property, deceptive or fraudulent business practices and home improvement fraud.

He has also been charged by Southern Regional Police for a similar incident in their jurisdiction.
