Lancaster City Police identify the victim in the city’s first Homicide of the year as 59-year-old Allan Wayne Hess.  Hess’s body was discovered Monday in a first floor apartment along the 200 block of West Walnut Street. He had been dead for several days.  Hess was staying in the apartment with the tenant for a short period of time.  The tenant has been located and investigators have spoken with him.  He has been cooperative and his whereabouts have been accounted for during the critical time period.
