A York county man has been arrested for an attempted child luring incident in Dover Township.

Theodore Irving Skinner, 73, of Conewago Township, tired luring a 15-year-old boy into his vehicle on September 17 on the 3700 block of Davidsburg Road, police said.

Northern York Regional Police Department responded to the incident and the boy and his mother told police that while the boy was taking the trash out, Skinner approached the boy and asked if the boy would help him out with something at his car. He then asked the boy to go for a ride, saying that they could “Have some fun.”

The boy asked Skinner what that meant and Skinner replied, “Don’t worry about it, it will be fun,” police said.

When the boy attempted to walk away Skinner grabbed him by his shoulders, stopping the boy from leaving. The boy’s mother came outside and told him to hurry up. When the boy attempted to leave again, Skinner grabbed him by his wrist, and pulled him back towards the car. The boy broke free and ran inside.

Skinner was charged on Monday with interference with the custody of children, luring a child into a motor vehicle and harassment.

He was released from York County Prison on 20,000 dollar bond, and his preliminary hearing is scheduled for October 8.
