Police charge three men in the shooting death of Tiana Dockens, 18, of Harrisburg. Dockens is the granddaughter of Harrisburg City Council President Wanda Williams. Dockens was fatally wounded in the crossfire of a shootout near the front porch of a neighbor’s house in the 1600 block of Thompson Street at 1:10 am.
Late today, investigators, after lengthy interviews, filed charges in the incident. Michael Stephan Gelsinger, 23, a parole violator, is charged with Homicide, Criminal Attempt Homicide, Person Not to Possess a Firearm, Carrying a Firearm without a License, Possession with Intent to Deliver Crack and Recklessly Endangering.
Joseph Payne-Casiano, 27, is charged with Hindering Apprehension and Parole Detainer. And Justin Baxter, 27, is charged Public Drunkenness, Simple Assault-Physical Menace, Carrying a Firearm without a License, and Persons Not to Possess a Firearm.
Gelsinger is being held without bail in Dauphin County. Police say their investigation continues.
