Second suspect in Tiana Dockens shooting charged with homicide

A second suspect in the shooting death of 18 year old Tiana Dockens is charged with homicide and criminal conspiracy in the case. Joseph Payne-Casiano, 27, is already in custody on prior charges. The shooting followed an argument between a group of men just after 1 am on December 6 along the 1600 block of Thompson Street in Harrisburg.

Multiple shots were fired and Dockens, who was standing on a nearby porch, was fatally wounded in the crossfire. Dockens is the granddaughter of Harrisburg City Council President Wanda Williams.

Michael Stephan Gelsinger, 23, is also charged with homicide and criminal attempt homicide. A third suspect in the case, Justin Baxter, 27, faces lesser charges.
