Pennsylvania State Police arrest a Berks County woman for harassment.  Police say Jacqueline Capes from Douglassville harassed the 22-year-old mother of her grandchild.  They say the victim was at Capes’ home to get her infant.  Police say Capes refused to let the victim get the infant and pinned her arm against the door.  She then grabbed her by the arm again to keep her from pulling out of the driveway.
