With 100% of precincts reporting –Scott Wagner is the winner of the York County special election for the 28th State Senate seat.

Voters cast their ballot on who they wanted to fill the seat left open after Senator Mike Waugh vacated it earlier this year.

Three candidates campaigned: Democrat Linda Small; Republican party-endorsed candidate Ron Miller, and Republican write-in candidate Scott Wagner. Miller conceded shortly after 9 p.m.; Small conceded the election shortly after.

Wagner says he has won and will fill the seat for the remainder of the year. 

He will be on the primary ballot as the incumbent in May . Ron Miller says he will make the decision whether to run in May by the end of the week.

Democrat Linda Small says she will run in the May primary for the Democrat nomination.

Final Totals:

Ron Miller (R)  5,920  26.4%

Linda Small (D) 5,704 25.6%

Write-In              10,595 47.68%

Total                     22,219  100%
