The country will hold a ceremony today to commemorate the 20th anniversary of the 1994 genocide in Kigali.
The violence began when a plane carrying Rwanda’s president was shot down.
Nearly 800,000 people were killed as rival groups in the African nation engaged in a three month killing spree.
French officials will not be at today’s ceremony, following a statement from the Rwandan president, saying France did not do enough to save lives during the massacre.
