Lancaster City Police arrest a Megan’s Law registrant on child pornography charges. The arrest of Andrew Paul Spedden, 42, follows an investigation that began last April.

Police received a report that Spedden had been looking at pornographic images on a computer at the Lancaster County Public Library.  With the assistance of the United States Postal Inspector’s Office, police initiated an undercover investigation.

During the course of the investigation Spedden agreed to trade child pornography with an undercover postal inspector.  On Saturday July 26, Spedden met with the undercover inspector and disseminated numerous images of child pornography from a digital storage device to the undercover agent in exchange for two DVD’s that contained child pornography.

Spedden was arrested after the exchange. Investigators recovered several images of child pornography and seized other electronic devices that will be analyzed by computer forensic experts.

Charges against Spedden include Sexual Abuse of Children Possession of Child Pornography and Delivering or Disseminating of Child Pornography.

Following arraignment Spedden was sent to Lancaster County Prison in lieu of $250,000 bail.
