The township building went into lock down and nearby West Manheim Elementary School was also ordered to go into lockdown by police.

Additional officers from Penn Twp, Hanover Borough, Southwestern Regional, Southern Regional and the York County Sheriffs responded and set up a perimeter around both buildings while officers searched for the suspect.   A Pennsylvania State Police helicopter was also dispatched.

About 45 minutes into the incident, officers were contacted by the father of a 14 year old boy who lives on Michelle Way, one block south of the township building.  He told police his son is a World War II enthusiast and was home sick from school. He was outside earlier wearing his World War II combat attire.

Officers responded to the residence and spoke with the teen.  He admitted to playing at the cell phone and water tower dressed in World War II style attire, including olive drab clothing, M1 helmet, carrying military packs, an inert hand grenade and an air soft replica of the M1 Carbine rifle.

The township building and elementary school lockdown was lifted at 12:40 p.m.

No criminal charges are expected to be filed against the teen.
