FAIRVIEW TOWNSHIP, Pa. — A York County man, whose blood alcohol level was over three times the legal limit, was speeding when he crashed his vehicle into another car in Fairview Township earlier this year, killing a 30-year-old man, police said.

Justin Haines, 35, of Fairview Township, was arrested in connection with the Feb. 8 crash in an area where the speed limit is 40 mph. Investigators believe Haines was hitting speeds between 78 and 60 mph when he collided into a vehicle at the intersection of Lewisberry and Poplar Roads.

Kyle Quigley, the driver of the other vehicle, was killed and his passenger was injured.

Haines’ blood alcohol level was over three items the legal limit of .08%, according to police reports.

Haines was arraigned on July 2. He is charged with murder of the third degree, homicide by vehicle while driving under the influence, aggravated assault, aggravated assault by vehicle while driving under the influence, aggravated assault by vehicle, driving under the influence of alcohol, reckless driving, careless driving and other traffic violations.

He was taken to York County Prison without bail. A preliminary hearing is scheduled on July 15.
