FRANKLIN COUNTY, Pa. – A Chambersburg woman is arrested and charged in the 2013 murder of her husband, David W. Gipe.  Gipe’s body was found on July 18, 2013 lying in the road outside his home along the 300 block of West King Street in Chambersburg.  The incident was originally reported as a hit and run.  An autopsy revealed that Gipe died of a single shot to his shoulder from a 12 gauge shotgun. His manner of death was ruled Homicide.

Following an extensive investigation Chambersburg Police identified and charged Kevin Rouner on August 1, 2013 with Gipe’s murder. During the course of the investigation detectives determined that Rouner had been having an extramarital affair with Gipe’s wife, Amy. Rouner fled the area, but then surrendered himself two days later at the Sheriff’s Department in Jacksonville, Florida.
