LANCASTER, Pa.–Two Willow Street men are facing charges after police say they failed to report suspected abuse of a junior firefighter in 2009.

Michael T. Topper 44, and Anthony Todd, 50, were rank officers with the West Willow Fire Department in 2009, when an underage girl who was a junior firefighter, made them aware of inappropriate contact with Stanley K. Todd, according to police reports.

Stanley Todd, 29, a former firefighter, was charged earlier this year with having sexual contact with three underage girls.

Police said Topper and Anthony Todd were required to report the suspected abuse because they were rank officers and the girl was under their guidance and training.

Both Topper and Anthony Todd are charged with failure to report suspected child abuse.

Stanley Todd is currently in Lancaster County Prison on $500,000 bail. His preliminary hearing is scheduled for Dec. 10.
