HARRISBURG, Pa. – Takeya Fluellen, who failed to surrender to Steelton Police on Wednesday, was arrested at about 2:15 pm this afternoon in Philadelphia by members of the U.S. Marshal Fugitive Task Force.
In the summer of 2015, the Steelton Police Department and Dauphin County Children and Youth Services investigated the living conditions of Fluellen’s home. Investigators found eleven children living in a home without furniture and filled with human feces, insects, rotten meat and trash. Six of the children were suffering from bacterial infections. All of the children allegedly went without medical attention for some time.
On Monday, Steelton Police charged Fluellen and her husband with six counts of Aggravated Assault and eleven counts of Endangering the Welfare of a Child. Both parents agreed to surrender the next day. On Tuesday, January 5th, Fluellen’s husband surrendered but Fluellen did not. Later, she notified Children and Youth Services that she was leaving the area with one of her children.
Steelton Police requested that the U.S. Marshals Service apprehend Fluellen. Steelton detectives and deputy marshals learned that she fled to Philadelphia.
Deputy marshals from the Philadelphia office checked the home of a family member in the 8200 block of Frankford Avenue, arrested Fluellen. She was on the phone with Steelton Detective Anthony Minium prior to and during the time of the arrest negotiating her surrender. A 7 year old child with her was handed over to the Philadelphia Department of Health Services without incident.
Fluellen was detained in Philadelphia to await transport back to Dauphin County. The child will be returned to Dauphin County by social services agencies.
