Puppy mills have been Lancaster's secret shame for years. Did a Pennsylvania Dog Law enacted in 2008 do anything to stop the mistreatment of animals at kennels, almost ten years later? We talked to Humane Society police officers whose job it is to enforce the cruelty laws and asked them what they are seeing.
Then we went directly to legitimate and registered breeders to get their take if the Dog Law has stopped those who would break the law and operate inhumane puppy mills.
