HARRISBURG, Pa. —  Attorney General Kathleen G. Kane today announced the arrest of four Pennsylvania men charged with possessing child pornography.

These latest arrests were made in recent days following separate investigations in Franklin, Bucks, York and Susquehanna counties. The defendants are:

  • Tyler Alan Bingham, 24, 1277 Pleasant View Drive, Chambersburg, Franklin County.
  • Daniel Bruce Clark, 32, 1125 W. Schwenkmill Road, Perkasie, Bucks County.
  • Mark Matthew Santiago, 32, 363B Buttonwood Lane, Hellam, York County.
  • Bryan Keith Walter, 56, 1987 State Route 2002, Nicholson, Susquehanna County.

Santiago charges

Santiago was arrested last week after an undercover investigation on a file-sharing network led investigators to his residence.

According to the criminal complaint, on Feb. 25, agents from the Office of Attorney General and officers with the Hellam Township Police Department executed a search warrant. A computer was examined on scene by a computer forensics agent and files containing apparent child pornography were found.

Santiago was charged with two counts of possession of child pornography and one count of criminal use of a communication facility.

He was released from the York County Prison after a bondsman posted a $75,000 surety bond on his behalf. A preliminary hearing is tentatively scheduled for March 24.

Attorney General Kane thanked the Hellam Township Police Department for its assistance with Santiago’s arrest.

The case will be prosecuted by Senior Deputy Attorney General Christopher Jones of the Office of Attorney General’s Child Predator Section.

Bingham charges

During an undercover investigation into the online distribution of child pornography, agents found a video file that depicted graphic images of children. The IP address associated with this activity led agents from the Office of Attorney General’s Child Predator Section to Bingham’s residence.

Upon executing a search warrant, agents with the Attorney General’s Computer Forensic Unit previewed Bingham’s computer and located suspected child pornography.

Bingham is charged with one count each of possession of child pornography, distribution of child pornography and criminal use of a communication facility.

He is confined to the Franklin County Prison after failing to post $100,000 bail. Bingham is also being held on a detainer from the Franklin County Probation Department on a violation of probation involving a prior case prosecuted by the Child Predator Section.

Bingham will be prosecuted by Senior Deputy Attorney General Christopher Jones of the Office of Attorney General’s Child Predator Section.

Clark charges

During an investigation into the online sexual abuse of children, agents discovered a computer on a peer-to-peer network sharing media files believed to depict child pornography. The IP address associated with the computer led investigators to Clark.

Agents from the Office of Attorney General executed a search warrant at Clark’s residence and a computer was located. A preliminary review of the computer by agents from the Office of Attorney General’s Computer Forensic Unit revealed multiple images of suspected child pornography.

Clark is charged with 50 counts of possession of child pornography and one count of criminal use of a communication facility.

He was released from the Bucks County Correctional Facility after posting 10 percent of his $250,000 bail. A preliminary hearing is tentatively set for March 14.

Clark will be prosecuted by Deputy Attorney General Rebecca Elo of the Office of Attorney General’s Child Predator Section.

Bryan Keith Walter

Walter charges

Walter was arrested following an online investigation where agents sought to identify persons using a file sharing network to obtain child pornography.

During the investigation, a computer was identified making files of child pornography available on the network. The IP address linked to the computer led investigators to Walter’s residence.

Agents with the Office of Attorney General’s Child Predator Section executed a search warrant on Tuesday which resulted in the seizure of a computer. A preliminary review of the computer revealed several files indicative of child pornography.

Walter was charged with 49 counts of possession of child pornography and one count each of distribution of child pornography and criminal use of a communication facility.

He is confined to the Susquehanna County Prison after failing to post $200,000 bail. A preliminary hearing is tentatively scheduled for March 15.

Walter will be prosecuted by Deputy Attorney General Rebecca Elo of the Office of Attorney General’s Child Predator Section.
