LANCASTER, Pa.– Police are seeking two men in connection with a heroin operation that ran from Philadelphia to Lancaster.

Carlos Rivera-Diaz, 26, and Angel Luis Arroyo, 24, of Philadelphia have had warrants issued for their arrests after an April 19 traffic stop in Lancaster City

uncovered 4,000 bags of heroin valued at around $40,000.

Lancaster County Drug Task Force detectives had been investigating the two men, by surveying the suspected illegal drug activities. Detectives believed that the men had been trafficking heroin to Lancaster for the purpose of sales.

On April 19, the detectives and a police officer stopped a Honda Civic containing both men in the 400 block of Dauphin Street. After obtaining a search warrant, the detectives found 4,000 bags of heroin in hidden compartments within the vehicle.

Each fugitive’s last known address is in Philadelphia, with Rivera-Diaz located at 3325 Hartel Ave. and Arroyo at 6604 Keystone St.

Both are charged with felony counts of possession with intent to deliver heroin and conspiracy.
