LANCASTER, Pa. -At 9:19 a.m., on Tuesday June 21, Lancaster City Police officers responded to the 100 block of New Dorwart Street for an assault / injured person. The victim, a 20-year-old female city resident, was located and found to be semi-conscious with visible injuries.

The victim reported being assaulted by Edwardo Cruz-Delgado, 22, resident of the 500 block High Street Lancaster. Cruz-Delgado is the father of the victim’s children. The victim remembered being knocked to the ground and losing consciousness. It was determined that Cruz-Delgado and the victim were walking in the 100 block of New Dorwart Street and pushing their two young children in a stroller. They began having a verbal argument that became physical. Cruz-Delgado then assaulted the victim in front of the children. Cruz-Delgado fled the location, leaving the children unattended with their unconscious mother.

This assault was witnessed by several neighbors, who saw Cruz-Delgado punching the victim in the head and body until she fell to the ground. Witnesses stated that Cruz-Delgado then started kicking and stomping the victim’s head and body repeatedly as she lay motionless on the ground

One neighbor intervened and attempted to stop the assault. Cruz-Delgado then fled the location. The victim was transported to a local hospital for treatment for her injuries. She is expected to recover.

In February of 2015 Cruz-Delgado was charged with Harassment after kicking and striking the same victim in the the head causing abrasions and swelling. In March of 2015 Cruz-Delgado was charged with violation of a Protection From Abuse order for verbally threatening the same victim and kicking and breaking her front door.

Cruz-Delgado was later convicted of both of these offenses. As a condition of his sentence for the PFA violation, Cruz-Delgado was ordered to have no contact with the victim.

Cruz-Delgado was located in the 200 block W. King Street at at approximately 10:45 a.m., Tuesday and taken into custody.

He was charged with Aggravated Assault, Stalking, and Endangering the Welfare of Children by Officer Adam J. Dommel.
